Customize the pdf menu style

Is there a way to change the PDF embed menu style? For example its a light color now, and I'd like to turn on "dark mode" for the top menu. Dark background color and light text color. Ive tried adding custmm CSS to my site but it doesnt work.

Im using the Full window embed mode.
