Disable Annotation Toolbar

When I set `showAnnotationTools: false`, it removes all annotations, but I want to avoid having a menu appear when I click on an annotation (`highlight` type). Is there a way to disable all possible menus related to annotations while still displaying the annotations? I am referring to the menu that appears upon clicking an annotation. Here an screenshot, I am talking about this menu:
