How to separate out download and print menu items from annotation controls using Embed API

Is there a way to separate out download PDF and Print PDF menu items from annotation controls (using Embed API) and placed them separately or along with rest of annotation conrols?

At the time of this writing, you can turn UI elements on and off but not rearrange them.
