OCR results inconsistent with PDF Services API in Power Automate

I am getting PDFs returned with image areas that would be read by the OCR using desktop software. Are there different factors or limitation on what the OCR API can do?

It's the same engine as Acrobat DC, but not all of the parameters are exposed in Power Automate (though more is exposed in the API). Do you have an example?
