PDF Embed API - In PDF links

When viewing a pdf in Chrome that has a link, Upon clicking the link I see the pop up asking "Do you want to open this link", I click Open Link but the link does not open. It appears to work fine in FireFox. Is there a way to fix this in Chrome?
