PDF to DOCX conversion on local server

I need to convert PDF documents to DOCX as part of a solution for our clients. Initially I was planning on using the Document Services API, but the client doesn't allow us to send documents to third party services.

 

Does Adobe have any software solution that can convert documents on a local server instead of converting in the cloud? I have looked into using Acrobat Pro together with the Acrobat SDK, but understand that the EULA does not allow for server-side installation.

    Any answer on this question? I am interested in transforming pdfs into docx avoiding sending them over the internet because they all have confidential information.
