Too Many Requests when calling CreatePDFOperation.Execute and DocumentMergeOperation.Execute

The CreatePDFOperation.Execute and DocumentMergeOperation.Execute methods often return a "Too Many Requests" error when we call them. How can we find out when our quota is other than by trial and error?
