Add signed document link in the email notification

When someone signs a Training Agreement and we get the doc back, we need to send a email notification to the HR with signed document link, How to get the signed document link and show in previewable mode?

On agreement there is a field called signed pdf it has signed doc link but when we click on it file is getting downloaded instead of showing in preview mode.
