Additional WebHooks on Developer Account

Is it possible on a Developer account to have more than 2 WebHooks?

 

We have many development and testing environments and would like to have a WebHook pointing to each for consistency. We will have a fully licensed account for production, but do not want to have a licensed account for these development and testing setups as we do not want to burn through our transaction allotment.

I have only been able to create 2. After that I get an error that I have reached a limit. According to this post there are pretty restrictive limits on a regular Developer account:

@caring_fashion7615 I believe so. Adobe Acrobat Sign supports multiple webhooks that can be configured per scope (Account, Group, User, or Resource). https://helpx.adobe.com/uk/sign/integrations/api-webhooks.html

I am not sure this is the "Correct Answer". What I am looking for is whether there is a legitimate workaround for this limitation. 

I would like like an account that allows unlimited WebHooks but is still considered a "Developer" account so that it does not eat through our allotted Transactions.

Is it possible to create an account on an Enterprise license that does not use up Transactions but still allows unlimited WebHooks?
