"API Application" menu is not available in our account

Hi,

We need to integrate Adobe Sign API with our application.
We have followed the instructions provided in the developer_guide "https://opensource.adobe.com/acrobat-sign/developer_guide/gstarted.html".

But there is no option "API Application" to create an application in our account.
There are only two options available in the left side menu.

API Information
API Request Log

Please guide me how to get the option "API Application" enabled in our account?
