Unable to add users in admin console

Hi, 

Unable to add user using email. Pls. provide steps how to add and what is missing. Should you need a call arrangement, pls. reply in the email and I will respond.

As admin console, I am unable to add user by following the user guide. Kindly refer to the attached screenshot. I'm using the free version of DEV adobe acrobat sign. Please asisst.
