Webform - multiple fillers, no signatures, no order of assignees, save progress

I want to create a webform that is easy for multiple people to access the most up-to-date save.

This is a training form to document progress through training modules by checking off skills. Multiple people are empowered to sign off on skills so I want to have a link to the webform available and any time a new skill is mastered, the manager/trainer can open the form, edit, save, and then that saved version is now available for use by any other person with the link.

The trick here is that I want the new saved version to be the available version at the link.

I don't need signatures, and I don't have an order for completion like a standard form where one person completes their part and then forwards it to the next person to fill out their section.

It's basically a living document, filled out over time, until eventually it is completed by the multiple people who will check things off.

Is there any way to do this?

I saw today that Adobe will allow for collaboration with team members that don't have licenses which is ideal for me as I can't pay for every team member to have the full Acrobat program, but I do want to be able to collaborate on filling out an easy to access form.
