17+ rating blocking the ability to use Adobe Fill & Sign on corporate devices

Our company has a restriction for apps rated 4+ on Apple App Store. Most business apps are rated as 4+, including all of Adobe's apps. However, the Adobe Fill & Sign app is rated as 17+, and we are unable to use the app on our corporate devices. Is this an oversight? Why does this app need to be rated 17+?
