Access to ExportPDF while travelling overseas

I normally live in Australia and had subscribed to ExportPDF while living there and renewed while back there. At present I am doing voluntary service in Israel and cannot access my subscribed service. When back in Australia I found access was no problem but in Israel I cannot access it. Is the block supposed to stop subscriptions from Israel or all access to the service while travelling?
