How can i add Bates labels to a document where changing it isn't allowed.

    Unfortunately you can't. Bates numbering is considered an Edit.

    "Bates numbering is unavailable for protected or encrypted files and some forms."

    Add headers, footers, and Bates numbering to PDFs, Adobe Acrobat

    You would have the get the password to allow Edits or ask for a copy that allows editing.
