Can Adobe Pro be used where a fillable form field allows someone to upload a photo file, such as a JPG file to a field?

What version of Acrobat Pro do you have? You can do this using LiveCycle Designer, which is included with Acrobat X, but not with the current version Acrobat XI.

Another option is to create a button that prompts the user to select an image. Please see this thread for details: Insert editable picture into PDF form?
