Can I install Acrobat.com program on my desktop or as an app to my mobile device?

I am not sure what you mean by "Acrobat.com program".  (There was such an app many years ago, but it's no longer available, and no longer supported.)

Acrobat.com services work either from Adobe Reader (on most devices), or directly at the website https://cloud.acrobat.com/
