Can I simply download the Adobe conversion tool to my computer or do I always have to log into the site in order to convert documents?

ExportPDF is an online service, but you can access it via Adobe Reader (you still need an active Internet connection). Your converted files will still be saved in your online account, but you can access those files from Reader by choosing File > Open from Acrobat.com.

If you need something that will convert files when you're not online, you might consider Acrobat. You can download a free 30-day trial from http://www.adobe.com/products/acrobat.html.
