I have an online database where users pay for and download pdf reports. I was to keep track of the pdf reports to know if they are being forwarded to others.
Can Send and Track work for this?

Send & Track is to send files as links, track the files that you send to specific individuals, and get confirmation receipts when others view your file. What you are looking for exactly it can not be achieved using Send & Track, If I understand correctly you are just looking for the tracker and nothing is being send from your end.
