can't fill PDF's in all browsers

After I create a fillable PDF and place it on our website, it can be opened by everyone, but not everone can fill it in.  Wny?

The reason why its happening is when open the file in browser most of the browser don’t use Adobe technology to view pdf. So that is the reason everyone do not see find it as fillable pdf.

Also,Right click on the form and check Document Properties> Security> Filling of form filed allowed or not?
