Can we still use the plugin if we download it to a terminal server and restrict usage to 10 users in Evermap

I recently bought Adobe Acrobat DC. I need the MailMerge function to put information into forms. I found a plugin from one of your partner companies, Evermap. I have not been able to reach them by phone or email. I would like to buy 10 of the MailMerge Plugin licenses. Can we still use the plugin if we download it to a terminal server and restrict usage to 10 users.
