Can web users in China access Adobe Acrobat files?

On a website that I manage, I share a lot of PDFs via Google Docs. Users in China are not able to use Google and therefore cannot access these files. If I shared them via acrobat.adobe.com links, would China be able to access? They don't need to edit, just to view.

This is up to the government in China. They make the decision about what access to allow. It may change day to day. The general advice is that if you want to reach an audience in China, you need a web site within China, run by Chinese staff.

The link to the file shared via acrobat.adobe.com may not be accessible as the service is not available in that Geolocation i.e. China.
