Cannot Install Adobe Flash Player for IE

I have installed Adobe flash player 13 but any site that I go onto still says that I do not have it.

When I go to Adobe website to check that it has installed this message shows up:

• Sorry, Flash Player is either not installed or not enabled.

At no point during the installation process does an error occur.
