How do you convert a file to smaller file size, like 10mb from 13.5mb? I only have the document cloud version.

    Converting a larger file size to smaller one, this can be achieved with the help of Optimize PDF. This feature is available with Acrobat DC subscription.

    Optimizing PDFs in Adobe Acrobat Pro

    Your current account status shows that you are a subscriber of Adobe PDF Pack. Optimize feature isn't part of PDF Pack subscription, for this you have to go for Acrobat DC.
