Do I have to have a paid membership to upload PDFs to the cloud?
Do I have to have a paid membership to send PDF and files from my laptop to i cloud and access them by my ipad?

An Acrobat.com online account is free! You can sign up here: https://cloud.acrobat.com. (There are other Acrobat.com online services for creating and exporting PDF files--but they're totally optional.)
Just make sure that you also get the free Adobe Reader app on your iPad.
