Embedding PDF in PDF

You can merge two PDF files, or you could attach one file to another, either as a Comment or as an Attachment. You can also create a PDF Portfolio which contains both files.

Not really sure how does that help. 
However, there are couple of options that may help your requirement one is combining PDF files and we have feature called Combine files. Also, using Acrobat you can attach a PDF file to a PDF file. 

There is no such option called Embed a PDF into a PDF file.
