Export to Word produces fuzzy text

I'm new to Adobe Acrobat XI. I tried to export a pdf to Word and found that the text produced was fuzzy. As if text on text.

How do I troubleshoot that?

How was that pdf originally created?

Moreover, Does this issue occur with this specific pdf or with other pdf files too?
