Go to Edit - Preferences - Convert from PDF - JPEG and change the settings there to the highest possible quality.

Don't worry, I've had this problem since 2007, now it is 2023. It hasn't been fixed, I'm getting old and I don't think it get fixed.

Developers think you need pixelated art. Just use it as an Acrobat Pro effect

Having the exact same issue. running Adobe Acrobat Reader DC 21.001.20145.32109.
The Max Output Size of the final image is 1024x724 with 96dpi which is a joke...
Is there anything I am missing?? My company is paying a license for me and my colleagues just for this one feature we need.

Reader is not capable of doing that. Are you sure you're not using Acrobat?

Still comes out as low res...

Set 'ZIP' option as compression...

Comes out better. Bigger file, yes, but higher quality.

Just changed import/export settings for all file types available.

JPEG settings for all file types are 'medium' quality by default.

Outputing is very bad quality even with 'high' setting for JPEG.
