I am looking to create a fillable PDF that I would be able to post on my website and have people fill out then print or email. Is this possible with adobe or will they also need to have adobe to be able to edit any of the forms?

Yes, you can use Adobe Acrobat DC to create form. Please refer this link for more information: Create fillable PDF forms, PDF form creator | Adobe Acrobat DC

You can fill the PDF form with Adobe Acrobat Reader DC which is a free service.
