Help with rearranging pages, no tool bar shown.

Hello, new to this. So I just purchased the pdf cloud pack, and I’m trying to arrange pages. I do not have the tool bars on top or on the side as shown in the help video. Any ideas, tips, miracles??? My document did not load the way I had it set up and I need to rearrange pages.  Thanks!

    Here is how you can start with your Adobe PDF Pack subscription-

    Adobe PDF Pack is a bundle of Adobe Document Cloud services. With it, you can easily create, combine, organize, sign, and send PDF files online. You can also convert PDF files into editable Word or Excel files.

    1-As its an online service, so you can access it via- Adobe Document Cloud  using any web browser.

    2-Refer to the detailed steps here: Using Document Cloud Web apps and services | Adobe PDF Pack

    3- You can also download Adobe Reader DC desktop application to access your service- Adobe Acrobat Reader DC Install for all versions  Sign In with you Adobe Id and password for the activation.

    Note: Reader DC supports many feature, excluding Organize Pages. To use Organize Pages, it will redirect to the web interface.

    Adobe have so many choice, I'm going to need to ask you for exact details so we can give you exact advice. A lot of videos are made for different products, and they are worse than unhelpful if you end up with ones not meant for you.

    1. What is it you purchased? Is it called "Adobe PDF Pack", "Document Cloud", "Creative Cloud", "Acrobat Pro" or something else? Please check your receipt.

    2. Where is the help video? Please copy and paste the exact web address, from your browser - something starting http or similar.
