How can I send a pdf to people on mobile, and have their comments easily sent back to me?

Question

How can I send a pdf to people on mobile, and have their comments easily sent back to me? As I understand it, this can't be done through Document Cloud. I'm dealing with people of various tech skill, so the simpler the solution the better.
