How can I share a pdf with a small group of people and restricting downloading and changing the file?

I guess it was important to mention that the sharing needs to be done online.

    Sorry Sara but you did not adequately read my post. I am asking if it is possible for to not allow downloading the file. Adobe Send has not option to restrict downloading. If you wish to be helpful in the future, please read the entire question. I suppose that you were successful since I did purchase a copy of Adobe Send on your faulty advice.

    Hi sirbails,

    You can use Adobe Send to send a link to the file to whomever you choose--and only the people who have a link to that file would be able to access it. As for restricting editing, that's something that you would set up in Acrobat when you create the file. You can assign security that would disallow certain functions, such as editing or printing the file.

    Just so I am 100% clear, I can use Adobe Send to send a file to people that they can only view online? In other words, I will have an option for restricting downloading the file?
