How do I restore Highlighter colour to highlight instead of redacting

I was trying to change my highlighter colour in Adobe. After changing the colour to a preferred colour, the highlighter colour is now completely opaque and now completely blocks out the underlying texts instead of simply highlighting the text. I have tried reducing the percentage of the opacity, but this does not resolve the problem. How do I resolve this?
