How do I update a PDF Version from 1.4 to 1.7?

I have already read the document linked below.

According to Dov Isaacs, "By definition, a PDF 1.3 file complies with the PDF 1.4 specification except being labelled as a PDF 1.4 file."

 

I wonder if it is applicable to the 1.4 - 1.7 case as well.

My bank wanted info in pdf > 1.4. Workaround was to open file in Acrobat Reader, add a comment and then save.  Re-open, delete comment and then save again.  Now works.

It's carefully designed that way, so a PDF file right back to the very first version of Acrobat (PDF 1.0) can still be read by all PDF viewers.
