Could you please elaborate what exactly you are trying to do.

Do you want to get a pop-up on your end when someone else opens the protected PDF?

I want a pop-up to show up on the user's end (not me) that displays a copyright notice.

Sorry to say that there is no such option provided in Adobe Acrobat.

However, you may look into this: Securing PDFs with Adobe LiveCycle Rights Management ES. Check if it helps.
