I have an 82 pg book, it's a single page pdf, 8.5x5.5, I want to print it 4up on 11x17, front and back. How do I do it?

What you describe is a function of the printer driver for the printer you're using. If you're not sure whether your printer supports that layout and paper size, I would recommend that you contact the printer manufacturer for help (you should be able to find a manual for your printer online, if it's relatively current.)
