I have an annual account for export, can I create a pdf or must I upgrade as the automated system is indicating?

I paid for adobe on 11/24 and it processed on my billing 11/26 now today I'm still having a problem and adobe says not paid so I chg'd the cr card info and now it's processing again. Please help.
