I just signed up for the export pdf program and it just doesn't work.

I used the program to transfer a pdf file into a document file. The new doc file left out some pictures, overran lines of type, completely misinterpreted caps and lowercase letters, and whole blocks of type overlapped or disappeared. Is there something I'm doing wrong, or does this just not work properly? ...

You are likely not doing anything wrong. The quality of the conversion depends on the quality of the original PDF file. Please see Will Adobe ExportPDF convert both text and form... | Adobe Community.

Do you know what created that PDF? If it wasn't an Adobe app, the PDF may not be written to spec, and that could account for the conversion issues. You can tell what created the PDF by choosing File > Properties and looking for the PDF Producer on the Description tab.

Sometimes, you can have better luck by turning off OCR as described in this document: How to disable Optical Character Recognition (O... | Adobe Community (but you'll want to keep OCR enabled if your PDF was created from a scanned document).
