I like to cinvert a pdf file into exe setup file

I like to convert a pdf file into exe setup file . Anybody suggest related software . I need to solve some specific requirements.

1) The installer file should be accesed remotely .

2) The installer file have licensing period and expiry time .

3) The installer file have provision to increase licensing period remotely.

4) The updates of master file affect the installed file.
