I scanned a document which was saved as a pdf file to an external drive. I need to be able to edit the scanned text as a word file, But its formated in picture and can only edit with picture tools. I have foudn other videos that mentioned OCR setting

I need to be able to edit the scanned txt as a word file,  After the document is accessed with

my pc, I converted the file as a docx. 

when I use the hand tool .. nothing happens

When I click "read outloud" the program states "blank" . 

I have tried to open the document in word.  I cannot edit the file even

after I paid the annual subscription fee to convert the file
