I uploaded PDF on cloud from my PC but I can't see them in my phone.

As mentioned above, you have uploaded the document on cloud so is it the document cloud you are referring to or the other iCloud storage?

How did you upload the file on cloud through PC? Using Acrobat Reader or online via- https://cloud.acrobat.com/recent

You must check whether you are "Signed In" the mobile application using your same Adobe ID or not?

Also, go online via https://cloud.acrobat.com/recent  and check whether you have your document sync there or not?
