I want to complete an application on line that is PDF, but it will not allow me to fill out the form. How do I do that?

It shouldn't be necessary to convert that PDF form to Word. What happens when you try to fill out the PDF? Are you using Reader, or filling it out in a browser window? Have you tried uploading it to https://cloud.acrobat.com/fillsign and filling it out there?
