I want to edit a PDF and I thought my package included that option. In "Tools" is says "Open" rather than "Add" but won't actually open

I want to edit a PDF and in "Tools" it says "Open" but when I click on it it takes me instead to an "Add" page but my package should include editing a PDF. Why won't this work?
