Is there an API for converting PDF to Word and back again ?

Hi, I would like to know if there is a way to convert PDF from our website www.excellent-haartransplantatie.nl ones downloaded onto word, sign it and upload it again as a PDF file?

I am trying to implement this into our website but I cannot find any documentation about it on this page or on the web. Please advice.
