We see that you are a subscriber of Adobe PDF Pack. And PDF Pack doesn't allow you to create .pdf file from .pub files. FAQ | Adobe PDF Pack

Adobe PDF Pack is a bundle of Adobe Document Cloud services. With it, you can easily create, combine, organize, sign, and send PDF files online. You can also convert PDF files into editable Word or Excel files.

Using Document Cloud Web apps and services | Adobe PDF Pack

Publisher is a Microsoft's application, so you might need to contact to Microsoft Publisher support.
