Since the quality of converted document depends on the quality of the PDF file you start with. For testing purpose I request you to try converting a different pdf to word file and see the result.

• There is a possibility that there is an issue with the fonts used to create the pdf, which might not embedded correctly.

Open pdf>Right Click>Document Properties>Font  check if the fonts are listed there.

• If yes, then there isn't any issue with the pdf file, its just the font used to create pdfs are unavailable in the system.
• You must read the related help document for better understanding of font embedding PDF fonts, Adobe Acrobat
• Also, Text is garbled in a converted file | Adobe Export PDF
