Layer management PDF

Is it possible to manage the layers from a pdf file with multiple pdfs at once?

Instead of turning them off/on per PDF?

You can probably do it using the Action Wizard in Acrobat Pro. I say probably because you didn't really describe how you want to "manage" them, exactly.
