Limit of using a PDF file

How to limit the use of a PDF document with eg 1000 pages to only be used once.

Example purchase file with 1000 pages. Print once.

At the next reprint you have to again buy the same 1,000 pages.

    I don't think that it is possible ..because in order to view and print file then it must be on the user's machine
