Need Help with Acrobat Feature Month-to-Month Plans

What would be most cost-effective way to use features such as: pdf conversion/creation, editing and password protection without purchasing software and spending $200 and up. I am aware there are month-to-month plans that can allow you to use before mentioned features.  So which monthly plan would you recommend? And could your documents be accessed from any location?
