Need to be able to link my account on Developer Connection to customer account on Marketing Cloud

I am currently attempting to link my account on Developer Connection to an account on the UI.  I'm doing this in preparation for creating an OAuth token for my application.  This link tell me of the following step to link my account:  https://marketing.adobe.com/resources/help/en_US/mcloud/t_get_access.html  The problem here is that I can't find the option "Manage Organizations".  Do I need to do some setup to get this done?  Or will I need to register a new account that will allow me to enable this feature?
